Mr. Lukas founded the firm in 1985. For more than 35 years, he has represented wireless telecommunications carriers, local exchange carriers, equipment manufacturers, technology companies, and individuals before the Federal Communications Commission, state regulatory commissions, and the federal courts. He has specialized in litigation matters and has represented or defended clients in agency or judicial appeals, telecommunications-related civil litigation, contested licensing or rulemaking matters, comparative hearings, tariff investigations, complaint cases, interconnection arbitrations, and enforcement actions. He has also testified in federal district courts and before state commissions as an expert in telecommunications law.

Prior to founding the firm, Mr. Lukas was a founder of Becker, Gurman & Lukas, P.C., and the senior member of Lukas, O’Brien & Raiser, Chartered, both of which were telecommunications law firms located in Washington, D.C.

Mr. Lukas received a J.D. from the Georgetown University Law Center and a B.A. from the Maxwell School of Citizenship and Public Affairs, Syracuse University. He has been admitted to practice before the U.S. Supreme Court, five federal courts of appeals, and several federal district courts. He is a member of the District of Columbia and Virginia bars.
