Romanda Williams advises clients on policy and regulatory communications matters.  She has provided leadership on universal service fund, risk management, program compliance, procurement, and corporate governance matters.  Previously, Romanda served as Associate General Counsel, Senior Manager in the Office of General Counsel at the Universal Service Administrative Company.  Romanda also held several positions in the Federal Communications Commission’s Wireline Competition and Enforcement Bureaus.  At the FCC, she advised on several merger transactions, lead several major enforcement actions, trained FCC staff, and provided senior leadership on the E-rate, Rural Health Care, High Cost, and Lifeline programs.
