Laura has more than 25 years’ experience advising wireless and technology companies on U.S. and global telecommunications law and policy.

Her practice focuses on counseling technology companies in their deployment of emerging communications technologies within evolving telecom regulatory frameworks; advising product development, marketing and engineering teams on compliance with telecom regulations across the globe, including the U.S., India, and countries across the European Union; and advising companies on public policy strategy and advocacy as telecommunications laws and regulations change globally. Laura has extensive experience with wireless and VoIP emergency calling (e.g., 911, 112); the European Electronic Communications Code (EECC); the interplay of telecommunications regulation and law enforcement requirements; and general licensing/registration obligations applicable to cloud-based communications services.

After nearly 15 years at Nextel Communications (and, later, Sprint) where she represented the company before the FCC, state utility commissions, and state legislatures, Laura moved to Microsoft Corporation where she built and managed the company’s global telecommunications regulatory compliance and policy team over more than a decade.

Laura previously served on the Federal Communications Bar Association’s Foundation Board, the FCBA’s Executive Committee, the board of the E9-1-1 Institute (now the NG9-1-1 Institute), and The Wireless Foundation, a nonprofit organization dedicated to developing and supporting initiatives that use wireless technology to help American communities. Laura currently is the Vice President of TeamChild, a nonprofit organization in Washington State that supports teens who are at risk of involvement with the juvenile justice system, and is a volunteer tutor with Reading Partners, a national non-profit that provides elementary school students with individual reading tutors.

Laura holds a BA in Business Administration from Baylor University and a JD from the University of Oklahoma. She is a member of the bar in Washington, D.C. and Oklahoma.
