David LaFuria advises a broad range of public and private companies, specializing in wireless communications and emerging technologies.

Mr. LaFuria represents wireless companies before the FCC, the federal courts, and state public utility commissions in administrative and policy-making proceedings involving compliance, licensing and operational rules, rulemaking proceedings, and administrative litigation involving a wide variety of issues.  He has also acted as special FCC counsel in conjunction with the purchase and sale of numerous wireless communications systems and the financing of wireless companies.

Mr. LaFuria is a leading authority on federal and state universal service mechanisms. He has participated in proceedings before the FCC and over 40 states on behalf of companies seeking eligibility to receive universal service funding. He has represented clients before state public utility commissions and the FCC in universal service rulemaking proceedings. He has served as a subject matter expert on behalf of companies appearing before the United States Congress.

Mr. LaFuria received his law degree from the Columbus School of Law at the Catholic University of America in Washington, D.C. in 1985, with a certificate from the school's Institute for Communications Law Studies. He is admitted to practice in the District of Columbia, Virginia, and Pennsylvania (inactive), and is a member of the Federal Communications Bar Association, the United States Court of Appeals for the District of Columbia Circuit (1992), and the United States Court of Appeals for the Fourth Circuit (2005).
